Those ISPs are trying to discriminate against websites that do not pay them, if this bill is accepted. Those that don't pay them, will lag more than those who do. This will make them either:

 

1. Very rich since everyone pays them. (Competition)

2. Not as rich since no one pays them. (All sites still load at same speed)

3. Fail as everyone switch to some other ISP when they can't view their websites. (Popular website lags. Maybe we can convince Google...)

 

Choose one! I'd say #3.
